I am about to undertake a large project of 64 homes, adaptive reuse, and I myself am in a wheelchair so I know how difficult and frustrating things can be. Your 5 “MUSTS” are a great help. The ADA missed so much and I worked on the Accessability NH project before I was disabled. I have to tell you that things are very different at waist high!
